On Feb. 25, 2016, the U.S. Department of Labor (DOL), Wage and Hour Division released a proposed rule to implement Executive Order 13706 requiring certain federal contractors to offer employees up to seven days of paid sick leave annually, including paid leave for family care. In its Jan. 29 decision in Guardsmark, LLC,听the National Labor Relations Board (NLRB) extended its restriction on captive-audience听meetings in the run up to a mail ballot union election by an additional 24听hours. Captive-audience meetings occur when an employer holds a group campaign听meeting with employee voters during work hours to oppose union representation.听The NLRB prohibits these meetings in the 24 hours leading up to the 鈥渟cheduled听time for conducting鈥澨齛 manual election; however, the NLRB had not imposed a similar preliminary ban听in mail ballot elections until the Guardsmark听decision.&

Tom Wolf (D-Pa.) signed Act 59 of 2015 into law, officially eliminating exemptions for offenses of stalking, harassment, and threats of weapons of mass destruction from the Pennsylvania Crimes Code. Under previous law, individuals could not be charged with these offenses if it was found they were associated with a labor dispute.
