By corresponding with U.S. House of Representatives and Senate members, 老牛影视promotes fair and open competition in the construction industry and fights to protect merit shop contractors around the country.

On Sept. 10, the House Committee on Education and the Workforce Subcommittee on Health, Employment, Labor and Pensions held a hearing titled, 鈥.鈥 Ahead of the hearing, to the subcommittee calling on Congress to reinforce the Employee Retirement Income Security Act, a critical safeguard of uniform employer-sponsored health programs across multiple states.

The Employee Retirement Income Security Act was enacted to encourage employee health benefit plans and promote uniformity in those plans across state lines. ERISA applies to all employer-sponsored plans, whether self-insured and fully insured, and is critical in allowing multistate employers to develop plans with uniform design and administration of benefits.

On May 15, the U.S. House Committee on Education and the Workforce held a titled 鈥淓xamining the Policies and Priorities of the Department of Health and Human Services鈥 with HHS Secretary Xavier Becerra. Ahead of the hearing, 老牛影视sent a letter to the committee outlining key principles and priorities that will allow employer-sponsored coverage to thrive. Specifically, 老牛影视highlighted federal tax exclusions and the need for compliance relief for employers that are critical to the sustainability of employer-sponsored coverage.

On May 8, the U.S. House Committee on Small Business held a titled, 鈥淪tifling Innovation: Examining the Impacts of Regulatory Burdens on Small Businesses in Healthcare.鈥 Prior to the hearing, 老牛影视sent a letter calling on Congress to provide compliance relief for employers by streamlining reporting requirements brought on by the Affordable Care Act.

老牛影视also highlighted its work with the Partnership for Employer-Sponsored Coverage that has laid out that are critical to ensuring employment-based health insurance thrives.

On Sept. 20, 老牛影视submitted comments to the House Education and the Workforce Subcommittee on Higher Education and Workforce Development hearing titled, 鈥淪trengthening WIOA: Improving Outcomes for Jobseekers, Employers, and Taxpayers.鈥 ABC鈥檚 letter calls on the committee to pursue policies that recognize the unique challenges facing the construction industry and provide employers with the tools they need to access a well-educated and dedicated workforce.

On Sept. 20, 老牛影视submitted comments to the House Committee on Transportation and Infrastructure hearing titled, 鈥淥versight of the Department of Transportation鈥檚 Policies and Programs.鈥 The hearing featured testimony and questions with DOT Secretary Pete Buttigieg. 老牛影视commented on specific DOT policies that the department is pursuing outside of congressional authorization/intent such as the significant number of Biden administration federal agency grants 鈥 totaling more than $230 billion for infrastructure projects procured by state and local governments 鈥 subject to language and policies promoting PLA mandates and preferences that will increase costs and reduce competition on federally assisted construction projects. 老牛影视also provided comments on the ABC-opposed union labor requirements on the National Electric Vehicle Infrastructure Formula Program. The DOT NEVI Formula Program will implement provisions of the IIJA that includes $7.5 billion for electric vehicle charging stations (including $5 billion over five years to install EV chargers mostly along interstate highways).

On Sept. 20, 老牛影视also submitted comments to the Senate Health, Education, Labor and Pensions Committee鈥檚 markup of S. 2840, the Bipartisan Primary Care and Health Workforce Act, in support of an amendment offered by Ranking Member Bill Cassidy, R-La., that would ensure funds for construction and renovation of community health centers and other health care facilities are not subject to Davis-Bacon prevailing wage requirements. The amendment faced defeat in the Democrat-controlled committee and was offered and withdrawn.

On June 20, 老牛影视joined two letters from coalitions of business organizations in supporting the Custom Health Option and Individual Care Expense (CHOICE) Arrangement Act. The legislation would codify two of the Trump administration鈥檚 major achievements in health-care policy: a 2018 rule that permits businesses to join together to provide association health plans, and a 2019 rule that allows employers to provide tax-free contributions to employees to pay for Affordable Care Act plans in the individual market through individual coverage health reimbursement arrangements (ICHRAs).
